I have been advocating for devolving the public charge states that were chartered after 1791 to Protectorate status. I have long presumed this included the Carolinas, Georgia, and Virginia. Now I see, that they need not be excused, and should be devolved.
Reunify Louisiana, at most one Dakota.
No senators, at most one shadow in Congress, no Electors for public charge states, chartered after 1891, and never declared rebellion or secession.
