I'm sure there is more to it, but I can see the logic in this. The white institution thinks the project will make them look good, but doesn't really want to own up to its own responsibility in being a slavery-supported enterprise. Once the possibilities for financial harm start rolling in, it's easier to just shut the project down and pretend it was finished.
