On Monday, the Trump administration quietly solved America’s systemic racism problem.
How many women hold executive-level positions at top U.S. companies? What is the racial and ethnic breakdown of those roles? What is the gender and racial breakdown of the lowest-paid roles at those companies?
The Trump administration is making it harder for the public to know, moving to toss aside a 60-year-old requirement for tens of thousands of private sector employers to submit workforce demographic reports each year to the Equal Employment Opportunity Commission, the agency responsible for enforcing anti-discrimination laws in the workplace.
While it is easy to blame the Republican-controlled Equal Employment Opportunity Commission decision on the sleepyheaded head of the federal government, this policy shift was conceived long before Donald Trump began napping through his second term as president.
We told y’all.
Two years ago, I completed a historic quest that—according to historians, political scientists, and people who eat grits as an entree—had never been achieved by a Black American of Geechee descent:
I read the entire Project 2025.
Future generations of Black scholars will surely wonder how I suppressed my African-American gag reflex long enough to consume nearly 1,000 pages of white nonsense. But there were many who warned that the Heritage Foundation's 922-page “Mandate for Leadership,” as well as Donald Trump’s Agenda47, were kindling for a dumpster fire to burn down the progress that Black America has made. Like James Armistead Lafayette, Mary Bowser and the “Black Brothers” of Westeros’ Night's Watch, we were engaged in an ancient African-American tradition that began when the first enslaved man noticed that his paycheck hadn’t hit direct deposit:
We wanted to know what these white folks were up to.
As we previously noted, Project 2025 and Trump’s Agenda47 were complementary pieces of the same right-wing group project. Simply put, Agenda47 lays out the proverbial “white agenda” for voters, supporters and investors. Project 2025 is a detailed instruction manual for using all three branches of government to reshape the country into a land of white, evangelical, heterosexual opportunity.
We wanted to revisit our list of Project 2025’s 10 scariest plans for Black America. By comparing the original article to the documents that inspired it, we could assess how much progress has been made toward fulfilling this white nationalist vision. Unfortunately, there was just one problem:
The white agendas no longer exist.
Trump has essentially scrubbed his vision for a more Caucasian union from the internet. Meanwhile, the Heritage Foundation’s version of the Final Solution can be purchased for the low price of $125 (I know what you’re thinking. But no, they don’t accept TrumpCoin). Fortunately, we had archived our old documents.
When ContrabandCamp examined the original list of 10 ways Project 2025 would harm Black America, we realized that we didn’t have to worry about America’s real-life Night King or his army of MAGA White Walkers.
Winter is already here.
Here is how the Trump administration accomplished every single item on our list of Project 2025’s 10 scariest plans for Black America.
10: Make the government white again.
Perhaps the biggest lesson Trump learned during his first term (besides curing COVID by chugging Clorox like Robitussin) was the difficulty of “drain the swamp.” Laying off tens of thousands of unionized federal workers and career government employees was an impossible task. That’s why Project 2025 focused on the Office of Personnel Management—essentially the federal government’s HR department to embed conservative-minded political appointees (pronounced “white-peep pull”) throughout the federal government.
And since it’s so difficult to fire federal employees, they decided to “slim down” the “bloated bureaucracy” by eliminating some positions entirely. But how could they target the federal jobs that were disproportionately held by Black women, who statistically support Trump the least? You’d need someone who was incompetent and racist. Like some kind of Nazi.

While many outlets have reported on how many Black women have lost their jobs under Trump, according to the Economics Policy Institute, “the overall net loss in employed Black women in 2025 was driven entirely by public-sector losses, with most job losses in federal government.” During Trump’s first full year in office, Black women employed by the federal government decreased by more than 30%, compared to an 11.6% drop for all women and 8.1% for men, according to a study by the Institute for Women’s Policy Research.

9. They will fight racism—against white people.
“According to Caucasian race theory, racism against white people is destroying America,” we explained in our previous report. “Both plans vow to get rid of anti-white indoctrination, affirmative action, diversity, equity and inclusion and especially the dreaded critical race theory.”
We also noted that Project 2025 wanted to whiten the military, writing:
Caucasian Americans have also lamented the decrease in white soldiers signing up for the U.S. military, partly because of efforts to increase diversity among military officers. Project 2025’s section on the Department of Defense includes a section titled: “Stop using the Army as a test bed for social evolution.” But instead of saying: “The U.S. Army wants more white people,” they use more subtle language:
“The Army no longer reflects national demographics to the degree that it did before 1974 when the draft was eliminated,” it explains whitely. “Woke bureaucrats at the Pentagon force troops to attend ‘training’ seminars about ‘white privilege.’ Bureaucrats at the State Department infuse U.S. foreign aid programs with woke extremism about ‘intersectionality’ and abortion.”
— Agenda47 calls it: “Rebuilding America’s depleted military.”
They did it.
After Trump issued a slate of executive orders outlawing the white definition of DEI, he has attacked museums, threatened to pull funding from “woke” schools, and his Supreme Court ended affirmative action. Meanwhile, under “Secretary of War” Pete Hegseth, military promotions have excluded women and non-white servicemen, while senior leaders were instructed that the era of a “politically correct” military is over.
8. They actually have a plan to stop anti-Black racism.
Nearly every federal agency collects demographic data to examine racial and gender disparities. We know Black men get longer sentences than white men who commit the same crimes because of the U.S. Sentencing Commission’s racial data. The Obama administration used the Department of Education’s Civil Rights Office numbers to prevent schools from punishing Black students at higher rates. Racial prejudice, harassment and retaliation are the most frequently filed workplace discrimination claims, according to the Equal Employment Opportunity Commission.
Fortunately, the Heritage Foundation found a way to address the racial disparities reflected in government data.
Stop reporting the data.
“The next Administration should work with Congress to amend Title VII to prohibit the Equal Employment Opportunity Commission from collecting EEO-1 data and any other racial classifications in employment for both private and public workplaces,” explained Project 2025’s section on restructuring the Department of Labor.
This is the origin story of Monday’s EEOC vote and why administration officials informed judges who preside over discrimination cases that they were dropping a new policy in July that would solve all its racism problems. It’s why Trump signed an executive order banning agencies from using “disparate impact”— essentially preventing the use of statistical disparities to prove discrimination— two months into his presidency.
Even if Trump truly believes white men are “very badly treated,” the Heritage Foundation proposal laid the blueprint for protecting these victim-minded Chads and Connors. Project 2025 is why the “demographics” section of the Office of Personnel Management’s website no longer reports racial data and the only logical explanation for this tweet:
Mission accomplished.
7. Get tough on (Black) crime, go easy on white cops.
In all fairness, the Trump administration and the Heritage Foundation don’t want to stop collecting racial data altogether. There is one area that they believe demographic statistics are important.
“The National Crime Victimization Survey … is of particular importance,” explains Project 2025. “The demographic information that crime victims provide…enables such reports as Race and Ethnicity of Violent Crime Offenders and Arrestees, 2018’ and finds that police are arresting those who, according to victims, actually commit crimes.”
I’ve written extensively about how white supremacists misinterpret these statistics to push the narrative that Black people are genetically prone to violence (you can read it here, here and here). Still, there is a reason why the Bureau of Justice Statistics is the only agency in the entire federal government where Trump’s policy team supports the collection of more racial data.
Without the “Black-on-Black crime” narrative, he wouldn’t have a basis for flooding Washington, D.C., Memphis, Chicago and other cities with federal troops. Trump also promised to “protect our brave law enforcement officers” by terminating “every unnecessary or outdated consent decree” in America—effectively eliminating the most effective tool for monitoring and overseeing corrupt and abusive law enforcement agencies.
If you’re wondering who turned police officers into immigrant hunters, how the National Guardsmen became police officers or why ICE agents can shoot people in the face without accountability, Trump was elected to do exactly that.
“President Trump will require local law enforcement agencies receiving DOJ grants to return to proven policing measures such as stop-and-frisk, strictly enforcing existing gun laws, cracking down on the open use of illegal drugs, and cooperating with ICE to arrest and deport criminal aliens,” Trump explained in Agenda47’s Plan to End Crime and Restore Law and Order. “President Trump has committed to deploying federal assets, including the National Guard, to restore law and order when local law enforcement refuses to act.”
He did it!
6. Make Jesus white again.
Much of Project 2025 and Agenda47 policies focused on America’s “Judeo-Christian tradition, stretching back to Genesis.”
When the Office of Personnel Management issued a memo on Reasonable Accommodations for Religious Purposes, it was fulfilling Project 2025’s promise to recognize that “God ordained the Sabbath as a day of rest.” The Trump administration rescinded a rule allowing passports to reflect the status of transgender travelers because of Agenda47’s vow that “the only genders recognized by the U.S. government are male and female — and they are assigned at birth.”
He formed a “religious freedoms” all-star team that would protect Jesus-based schools. He gave $2 billion to Evangelical organizations to spread the gospel, is fighting to allow unaccredited Christian colleges to use federal education funds with no oversight or curriculum regulation, and accomplished his Agenda47 goal to reinstate “the fundamental right” to pray in school.
5. Welfare for white people, poverty for the Blacks.
We listed six programs that would be cut or reduced under Project 2025 and Agenda47.
Food stamps: An analysis found that more than 4 million Americans lost access to food benefits between July 2025 and March 2026.
NPR, Sesame Street and Public Broadcasting Service: Trump signed an executive order “Ending Taxpayer Subsidization of Public Media.”
School lunches: Technically, Republicans passed the One Big Beautiful Bill Act that cut school lunches; Trump just signed it.
Student loans: Trump reduced student loans for low-paying degrees and rolled back repayment plans that Project 2025 described as “the fetish of forgiving student loans.”
Black homeowners: According to reports, the Trump administration has “made it almost illegal for banks to offer special purpose programming that has supported Black homeownership over the years.”
Black-owned businesses: According to Trump’s 2027 budget, “Divisive and discriminatory diversity, equity, and inclusion (DEI) practices are the core mission of MBDA, which is why the Budget eliminates the Agency.”
4. Make it harder to teach Black students.
Agenda47 promised to punish “schools that persist in explicit, unlawful discrimination under the guise of equity.” Under Project 2025, “area studies” programs—majors like African-American studies, women’s studies, etc.—would also be defunded. In contrast, “programs that teach about free markets and economics” would continue to promote capitalism.
So far:
Multiple colleges have shut down Black studies programs.
Nearly two-thirds of all land-grant universities and nearly half of all HBCUs were targeted for DOGE grant terminations
Trump’s Make Education Great Again (MEGA) initiative cuts $70 million from teacher training (due to “social justice activism” policies) and eliminates equity audits that help prevent teacher bias.
His 2027 budget cuts 2.2 billion in support for K-12 teacher professional development and $1.3 billion for before- and after-school programs
He is currently fulfilling Project 2025’s plan to dismantle Head Start.
“President Trump will veto any effort to weaponize or nationalize civics education,” Agenda47 explains. “And he will create a credentialing body to certify teachers who embrace patriotic values and support the American Way of Life.”
He did that on his first day in office.
3. They want to go backward.
Under Project 2025, the government would “immediately end the Biden Administration’s Property Appraisal and Valuation Equity (PAVE) policies” that prevent real estate appraisers from discriminating against Black home sellers.
Done.
The HUD regulations that address housing inequality in segregated suburbs will be reversed because, according to Agenda47, it is just another “‘equity’ plan to impose the left’s Marxist housing agenda on your communities.”
He did that via a March executive order.
Trump will also repeal Obama-era provisions that protect Black schoolchildren from disproportionate punishment and push Black students into the school-to-prison pipeline.
Done.

Also, measles are back.
2. The quiet part, loudly.
Because disguising racism is sometimes impractical, Agenda47 and Project 2025 included an entire section labeled “The Equity Agenda.”
“These policies must be forcefully opposed and reversed,” reads Project 2025. “The next conservative administration should take affirmative steps to expose and eradicate the practice of critical race theory and diversity, equity, and inclusion (DEI).”
Where do I even start?
Should we talk about the FCC chairman’s letter, essentially accusing news outlets of having too many Black people or how the New York Times said the administration’s immigration policies “favor white people”? Do I need to mention the white nationalist who created Trump’s worst policies or the tweets that reflect the administration’s white supremacist ideas?
The Voting Rights Act is over. The Civil Rights Act is done. He’s still trying to undo the 14th Amendment.
Maybe we have to say the quiet part out loud, too.
1. Project 2025 is not Trump-dependent.
Project 2025 and Agenda47 are not four-year plans for the Trump administration. They are guidebooks for making elections inconsequential and permanently transforming America into an apartheid state. It is perhaps the most complete blueprint for white supremacy since disparate states passed Reconstruction-era Jim Crow laws.
Although they have accomplished every single part of the white agenda, we should understand that they are not done fucking around.
And we are still finding out.
