A Wish List For White Supremacy: 7 Ways Trump's 2027 Budget Will Hurt Black America
The president's budget proposal includes cuts to programs that support Black-owned businesses, equal education and anything he considers "woke" or "DEI."
In 1862, America broke dozens of formally recognized treaties to steal 10.7 million acres from 245 Native American tribal nations. While the Homestead Act and the Southern Homestead Act were enacted to give a head start to newly emancipated freedmen, the legislation actually transferred about 10% of the country’s land area to white settlers. Of the 28,000 recipients, only 5,500 were Black. Today, roughly a third of white Americans are descendants of the “greatest wealth transfer program in the U.S.”
Meanwhile, the federal government ran the Freedmen’s Bureau into the ground. It allowed the U.S. Department of Agriculture to discriminate against Black farmers for so long that a class action lawsuit named Pigford v. Glickman became the largest civil rights settlement in American history. It sat idly by as Black farmers lost 90% of their farmland between 1910 and 1997—land they acquired in spite of their country.
But there was a solution.
In 2012, the Biden administration created the Increasing Land, Capital, and Market Access Program (ILCMA) to finally address “The Great Land Robbery.” Buried in the American Rescue Plan—the pandemic relief bill that Republicans currently pretend never existed—the directive earmarked $300 million to help Black, Indigenous, immigrant and veteran farmers who were at risk of losing land, access to capital and access to markets. The plan awarded 50 grants to nonprofits and tribal governments that helped people who’d been systematically excluded from the agricultural economy.
Or, as Donald Trump calls it: DEI.
“USDA will prioritize unity, equality, meritocracy, and color-blindness in furtherance of the Department’s mission,” wrote USDA Secretary Brooke Rollins in a letter canceling 49 of the 50 grants.
Support for Black farmers is just one of many cuts hidden in Trump’s 2027 budget proposal. When ContrabandCamp pored through the administration’s recommendations for the second year in a row, we found a pro-white economic plan budget that makes the Black agenda look like Dr. Umar’s business plan.
